I think, as long as you are not wearing a kimono and making fun of the clothes, the ppl or the their culture it is fine. Taking photos, having a good time wearing other culture clothing is totally beneficial for learning more about the culture. For that few mins you will know how heavy a kimono is, how many layers it have, and if you are interested you can probably find out how to wear it and when to wear it is the right time. So it's totally learning about another culture.
